The goal of this pull request is to make the repository ready to be the 'single source of truth' for the project. For now this means scaling down a bit so we can add the right content.

This does bare a lot of questions, that we should record and resolve, either in this pull request or after.

I've done this work in plain English and to hopefully enable us to collaborate with our European colleagues in line with the Standard for Public Code.

I've tried to incorporate all changes proposed in #36 by @johan.groenen.

Open issues:

Do we do lazy or active consensus, and how do we organise this?
We should put the project document into this repository
